That's the point though surely? You set the limits so that traffic flows rather than stop start. I'd rather be driving constantly at 50 or 60 rather than slowing/stopping/accelerating all the time.

If the road is empty, and not narrow lanes then setting a lower speed is silly.

If it's to control flow then that works. I remember back in 2004/5 when they widened the M25 western section, they set a 40mph monitored limit for the whole 10 mile stretch and I got home quicker than when it was 70mph.

That was because we flowed, instead of the already mentioned concertina effect that 70 produces.

I think the majority of people don't dispute that they 'work' when applied 'appropriately', but it's the word 'appropriately' that's in dispute and is being looked at by HE.

As many of you know the M60 is being converted to a smart motorway (at the moment 12 months longer To construct than announced and counting).

At junction 10 (Trafford Centre) clockwise is the current start of the system and I don't know if the operators are still learning or playing silly b*****s. It's becoming common to drive from de-restricted to a overhead gantry showing 40 mph speed limit and by the time you've dropped the 30 mph required you meet the next gantry which shows 50 mph.
It's not too bad for me as I drive this section 6 days a week and I'm ready for it when it happens but some drivers (possibily driving from the airport to Yorkshire) are suprised and hit the brakes hard at the 1st gantry, overshoot the speed reduction and get down to around 35 mph only to immediatly accelerate up to 50 mph.
All this when there is no serious congestion.
It's becoming dangerous and I always understood (admittedly many years ago when I was a police officer) at gantry speed reductions, from de-restrict, should be down to 60 mph or 50 mph in an emergency but never immediatly down to 40 mph except when the carriageway is blocked.
If anyone from Highways England reads this I'd be interested in why the change in policy.
