And the different interpretations of "full functionality" will keep us here for the rest of the week (and longer, probably). The cheapest entry level TomTom offers full functionality by some definition, the dearest, top of the range model, falls short of some people's full function requirement. But there is a difference in functionality between them - we can fairly safely assume that TomTom feel the top model is "full functional" and those who want the full function of the top model have to pay extra to get it.

You might as well say it's "not fair" that the mini buyer can't do 150mph or sip champagne in blissful silence and comfort without having to "pay through the nose for everything" in a Ferrari or Rolls Royce.
