Does the Aytobe transmit IR?

Hi, I love this satnav and have recently started to unlock it's full potential as a pda.

I need a win ce device in order to unlock the usb on my LG TV in order to play movies but the only win ce I have is the Aytobe. I installed RemoteControl II and it learns ir commands but doesn't transmit them

I just need to know if it is able to send ir signals or will i have to buy a cheap pda? if it does send then i'm doing something wrong
