It's just a blatant example of these people trying to use (or abuse!) their position to escape.

What annoyed me was this guy also used the excuse that it was an important call regarding an immigration case which he had to take - surely if the call was that important, it would have needed his full attention and ought to have reinforced the fact that he shouldn't have been driving whilst dealing with the call!!
