Thefts abroad?

I went over to Paris last weekend, and noticed that they are not so paranoid about the theft of their systems like we are in the UK.

I saw hundreds of Tomtoms and various other devices left in situ in cars and vans etc whilst they were unattended.

Do they just not care or is theft just not an issue there?
