I am considering purchasing an Ipaq 3970 + some GPS solution, my query is can i listen to the mp3 on my ipaq while it also being used for sat nav.

Yes, you'll probably want the MP3's being read from a different card as the maps otherwise you will get a bit of a bottleneck now and again in access speeds, I have a 2210 and have my maps installed to SD card and have a 1GB Microdrive which is where my MP3's sit.
