High-Vis Jeep with 911 written on it hiding in the bushes

Just a few questions.

Was driving (UK) in a 40 but didn't notice I was going about 50ish. See the bonnet of a High-Vis Jeep with 911 written on the side of it sticking out of the bushes.

Few questions

1- What is this van? Is it a speed trap? The area had no speed camera signs etc.
2- Can a normal speed camera van take your photo when my car is side on and driving past the bonnet of it.

Like I said it was in the bushes, I barely seen it until I was passed it. Im not sure if they can see my plates when I am side on to it. Also just wanting to know what kind of vehicle it was. Never seen another with 911 written on it in the UK.

Can't imagine it was a speed trap but if so you'll find out within around 14 days.

You don't say where you saw this but if anywhere close to a US base could have been a US vehicle as 911 is the US emergency number.
