I then convert the master list spreadsheet to my POIs for Garmin or TomTom.

Certainly you can download your favourites, but be careful.

The details are in the file Current.gpx, which is in the folder called GPX on your device.

But beware, the .gpx file also contains your recent tracklogs, and so there will be thousands of trackpoints also in the .gpx file, below the favourites data.

Your best bet would be to import current.gpx into BaseCamp or copy the relevant points directly from your device into BaseCamp. From there you can output an edited set of points for importing into Excel.
