To add to the list of *** annoying manufacturers, Motorola phones and my HP PDA also use similar tricks.
However, there is some confusion in this thread between the "extra" pin present in Mini and Micro USB plugs and connections made to or between the Data lines on any USB connector. The extra pin is pin 4 and the original USB pin 4 becomes numbered 5. There is also the "screen" which is not numbered.
AFAIK the extra pin in Mini USB connections was to signify whether the USB device is a host or client but was hardly ever used. I haven't seen a specification for the Micro connector, but Mini to Micro cable adapters normally map all five pins across (a few omit the pin 4 connection) so it shouldn't be wildly different.
There is some justification for implementing a method to prevent devices drawing more than 500mA from a "normal" PC's USB port, but from what I've seen, most fail to charge at all if the connection is not "correct". Also, the manufacturers seem to be using different techniques (i.e. not following any standard) which makes me suspect that they are mostly concerned with protecting their high profit margin accessory sales.

To be honest I cannot see what this achieves that wasn't catered for already....
Connect to a PC - communication between the two and charging current is limited (as per USB specs ever since 1.0)
Connect to a charger and full current charging is allowed because it's a dumb system.
