It also doesn't matter what type of road it is, here the M6 is a motorway and the dartford tunnel is an A road and both show with the correct scheme colours.
I've raised a question with TTCS, let's see what words of wisdom they come back with

I've put together my own schemes and all toll roads are shown in the same colour whether they are a motorway or a minor bridge that has a small toll charge.
I'm sure you don't really want the whole of central London to have the same colour roads so that you can't easily tell the difference between a major through road and a residential side street. 
I suspect the single roads are marked as "toll road" and show the toll road colours and in London they are marked as "road within a toll area" or similar internally. I wouldn't expect CS to know though.

Hmm, good point... It would be good if you could just alter the edge colour though
