Traffic Camera ?

Anybody have an idea what the mobile cameras are on the M61 on the third bridge north of the services?
They look like the traffic cameras with a white rounded shroud covering the top and sides, square lens at the front. Tthey are mounted on telescopic poles at full height with what look like battery boxes at the bases, one over each lane north & south facing oncoming traffic, the cameras are pointed down at a steep angle.
