I drove on that road last Sunday and was baffled by it myself!

If they're not type approved for different speeds, then they're worthless there, case closed!

John Martin was saying he has no obligation to say whether a camera is working or not, and kevinx said that's not what he was asking, well if he had replied to kevinx's question he would be admitting those cameras are not working, hence why he didn't Cool

Or, although they're not type approved, could they be set up to catch people who have an average speed higher than the higher maximum speed on those zones (60mph)?

Would be hard to defend against a fine for an average speed above 60 there, as that would be proof that you exceeded the limit on any one or more of those 3 zones...

Rob,

Have you received a response, from the Highways Agency, with regard to this thread, yet?
I too sent them an e-mail 3rd January, which they claimed they had not received, and I followed up with another mail 7th January, where their reply was "we have to quote a time of 15 days for a response".

7+15= 22nd January. Having not received a reply yet, the 15th day, I have sent them another reminder/chase up.

It seems they don't really know what they're doing, or are avoiding the situation....

Cheers

"Rob" and any other "interested parties".

I have today, finally, received a response from the Highways Agency, and guess who responded Confused

Following is the pasted response. Hope this helps??

Mr. Martin, (my response to John Martin today)
Thank you for your concise reply.
I feel that this is far more constructive than our earlier (3 weeks ago?) “negative” conversation, where you would only inform that you were “under no obligation to advise whether the cameras were operational or not, and have nothing else to add”….
At the time of our conversation, and the same as my e-mail (re pasted to the foot of this mail), I was simply asking if it were right and correct (and maybe even “legal” – Type approved) that the SPECS could function within statute guidelines, as there was a camera within a 60mph zone, and then no further cameras until within a 40mph zone (although the area covered 60mph zone, 50mph zone, and 40mph zone).
However, you have now offered a more constructive response, for which I thank you.
Regards

John Martins response to my original e-mail

Subject: M25 J1b to 3 Widening - SPECS Cameras on the north bound approach to the Dartford Tunnel

Dear Kevin Chapple
Thank you for your e-mail dated 3 January 2009. I have been asked to reply as the Project Manager for the major widening works between M25 J1b to 3. Part of that scheme is to install a controlled motorway, similar to the M25 around Heathrow, between J3 and the Toll Plaza.
I believe both myself and Martin Griffiths of Costain spoke to you on the phone at the time of your original e-mail.
The proposal is to install two sets of SPECs cameras on the north bound approach to the Dartford Tunnel. One in the 60mph section and the other in the 50mph section. We took the decision when we were building the system to erect 'average speed camera' signs and not the 'cameras not in use'. Since we started the installation there has been some delays on approvals for the system and security issues with erecting cameras on the gantries. Given these delays we will be changing the signs to 'camera not in use'. We hope to install the permanent system shortly. At that point we will change the signs back to 'average speed camera'.
Regards
John Martin, Project Manager

Thanks Kevin, so basically when they installed the cameras they purposely omitted the 'out of use' signage even though the installation was incomplete and not active to cause drivers to panic, words fail me...

It would appear so, Darren.

And it did not of course help, with the original (ignorant) response I had from John Martin, when I spoke with him.

That has now been resolved by his more "informative" e-mail.

Cheers

PS If yourself or Rob need the contact details, if you don't already have them (John Martin), send me a personal message.

Cheers

And I can confirm that the 'end' SPECS at the tollbooth approach now has a "This camera not in use" sign at its base although the detector heads have not been covered over.

I couldn't see if there was a sign at the 'start' SPECS due to it being 01.00 in the morning and insufficient lighting to illuminate the column base.

Nice one John. Thanks
