The Banned users? If so, then yes they could sign up time after time, but it'll cost them £20 a time. They forfeit any unused subscription fee when banned.

£20 is nothing to them if they are selling the database ,they have probably worked it into their equations ...... is there no way you can remove them completely

Assuming you are referring to the Banned Users (you don't actually say what you're referring to!), they'd have to have multiple PayPal accounts and post from multiple IP Addresses.

How else we could ban them I don't know, always open to suggestions!. Few actually sell the database. Most share thinking they can get away with it and discover that the truth is rather different
