Not quite.... You need Home to download the map - Yes. But it doesn't download to the Go directly, it always stores it to the PC first, in a compressed form.
So it is, in effect, virtually the same as having an exe.

Normally, Home would then install it to the Go and you can always use Home to re-install it again at ANY time (unless you lose it off the PC somehow (which is not TT's fault!).

If you want, you can even use standard decompression techniques to uncompress it and install it instead.
