There's a POI file for traffic light CAMERAS, but I've never heard of one for traffic lights themselves! For a start it would be a huge file and a massive job to log them all.
Are they that hard to spot?  |

Here is a POI for traffic lights with speed camaras but i don't think there is one just for traffic lights.
