I had a thought. I read that digital photographns were inadmissible for court evidence in normal cases. I guess because it is so easy to photoshop them.
Could this principle be applied to digital speed cameras to rule that their photographs are also inadmissible as evidence?

Probably not !!!

There are strict guidelines for the use of digital media for evidence. Most digital cameras used by Police Forces will have watermarking, to ensure that the image cannot be tampered with. Even if copied and manipulated, the digital watermark, or coding, built into the image would be obliterated rendering the image useless.

I read that the Congestion Charge cameras create a crytographic "signature" for each photo (with embedded time/date/location) immediately after it is captured so it would be evident if someone tampered with the original.

I imagine that traffic cameras do the same.

On ordinary digital CCTV systems they can often only playback footage with it's own software. The raw data cannot be altered but data can be extracted by the police to enhance footage for identification.

CCTV systems are controlled differently from Police operated systems. They require certificates to be completed by each person who has created or forwarded the recording medium, certifying it's authenticity. Either way there are safeguards to ensure its accuracy.

The police may be strict in the auditing trail side of it. But if the CCTV is privatly owned, a savy owner/operator will have similar checks in place.
