i have just purchased a garmin nuvi 310 and am totally new to gps.
i want to have the best speed camera coverage but i am not sure about which deal or even how to download the program.
any help would be gratefully recieved.

Welcome to the forum 
Your 310 should come with a trial of the GARMIN speed camera database (CYCLOPS) and (if memory serves) it is probably enabled out of the box. The only problem will be that it will be out of date.
You have two options - continue the GARMIN database (for an annual cost) or subscribe to this forum and get the camera database from here (£2/month or £19/year). One thing about his database is that it is frequently updated (more than once monthly on average) and if you are the first to notify of a new permanent (not mobile) site - you will get free lifetime membership. There are many thousands of satisfied users of this database.
Just to the left of this note should be the HELP area. Click on Speed cameras and it will tell you what you need to know. Also the Subscription help will tell you how to go about subscribing. Being a member has other benefits also - special forums etc.
Also - in the GARMIN nuvi forum (elsewhere in these forums) there are a lot of people who are more than willing to give you advice. Have a read through the posts and/or do searches of the forums - most beginners question will have probably been asked and answered.

You've come to the right place!  The PocketGPSWorld camera database is the best! It's the only one that I use in my vehicle.
There are two sorts of subscription (which give you access to another part of the forum):
£2.00 per month
£19.00 per year
You have unlimited downloads during your subscription. So if you want to try it, take out a one month's subscription for just £2.00 and see how you get on. You will normally get two updates during that period. If you like then either take out another month's subscription when you want it, or take out a year's subscription.

For a Nüvi 310 you need the Garmin POI Loader, see here for further details.
