Unable to open file

I have downloaded the files for tom tom go onto mac osx but cannot open the files, I have tried with firefox and safari, when I try to open the file a message comes up saying "error 1 - Operation not permitted" (unable to unarchive)

I'm running OSX here, 10.4.9. What archive util are you using to extract the files? Stuffit Expander is the popular solution which works well and is free:
