You don't HAVE to update them ever! You could probably go a month or two without updating and never notice you were missing anything. But each new version has around a hundred changes, including 25-30 new static cameras, so you could be unlucky and find one too late!
Here are the stats. for the last few updates:

There are a total of 11,049 cameras in the database. 3873 Gatso/Monitron/Truvelo, 5971 Mobiles, 28 Temporary, 186 Specs and 991 Redlight Cameras.
We have had a total of 32 verified static cameras added this release submitted by 21 members.

There are a total of 11,102 cameras in the database. 3,868 Gatso/Monitron/Truvelo, 6,031 Mobiles, 27 Temporary, 181 Specs and 995 Redlight Cameras.
We have had a total of 25 verified static cameras added this release submitted by 21 members.

There are a total of 11,217 cameras in the database. 3,870 Gatso/Monitron/Truvelo, 6,165 Mobiles, 24 Temporary, 166 Specs and 992 Redlight Cameras.
We have had a total of 31 verified static cameras added this release submitted by 22 members.

Assuming you have downloaded the ov2/bmp version, you just download the zip file again, unzip it and copy the new files into the same place as the old ones. Windows will throw up a warning saying "Do you want to overwrite file xxxx with a newer file with the same name?" Just reply "Yes" or "Yes to All" and the new files will paste over the old ones.
In fact, you only need to re-install the ov2 files as the .bmps stay the same every month.
If you use the "Home" version of the database you want to do the same basic thing (overwriting the old files with the new, but as I've never done it that way, I can't give exact pointers.
