Garmin iQue3600 and Motorola V180 Phone

Does anyone know of a program that will let a Garmin or Palm using OS5 USB port ack as a Host? I found a USB coupler that allows two USB devices to be connected together, but one has to be a host. I could use my phone as a modem. It uses the standard AT command set. If I could set the Garmin as a host then I should be able to use the modem to connect to the WEB or for email.
