POI-Edit has an undocumented feature where because POI-Edit sits in your task tray, if you're running a reliable OS and more importantly a laptop like me, I very rarely (maybe once a week minimum) switch the laptop off, it always goes into hybernate mode usually.
If you have a PC that does this, POI-Edit will cache the XML file sitting on our server for the duration of time the POI-Edit icon sits in the task tray, so if we do add new country sets then it will unfortunately not pick these up unless you right click the icon in the task tray, select Exit, then re-load POI-Edit.
This won't cause any problems with receiving updated POI's, it's just if you want to see more POI's added to the database, then it won't show until you reload POI-Edit. For most, this probably isn't too much of a problem, but it may affect some of you power users who rarely properly shutdown your PC.

Ah - this won't affect me on my main systems as I always log off from Windows when I'm not using the machine.
If I don't log out from Windows, various files are left open that then don't get backed up properly (I have Backup Exec - that is, the full server version, not the desktop version - that runs every night to back up to my DDS-4 drive).
Arguably what you're seeing should be reported as a bug to Dnote - or is the precise behaviour to do with your caching settings in Internet Explorer? What do you have the caching option set to in IE (Tools -> Internet Options..., Personal tab, Settings... in the Temporary Internet Files box - it's the first option there)?
On a related topic, does anyone know of a way of making a shortcut to POIEdit in your Startup folder that just starts the system tray icon? The best I can do is to start the program with the main window minimised and the system tray icon in place.

Hi David, I have reported it to Dave at Dnote but it is a feature, probably to minimise bandwidth hits on websites. Dave's suggestion was to restart the application to fix it.
I'm not sure it's related to the IE cache, although I haven't investigated any further at the moment.
Regarding the minimise to tray, I haven't found a way yet, but I will suggest it to Dave at Dnote.
