TomTom 5 Upgrade

Can anyone tell me if i have to pay for the new upgrade from Tomtom 3 to 5.
I have only had 3 for about a month and i was of the understanding i would get a free upgrade.
if this is true how do i get the upgrade as the link on the Tomtom side only relates to those paying.

As I understand it they changed that option and are now giving you all the (european) maps for 69 EUR, no matter what map(s) you bought before.
