source code for making spoken files for palm

Can you point me in the right direction, a few days ago i was reading through some posts and i came across a table of source code kindly made available by some very kind mod,member which would allow me to make up my own voice files to use with my palm t3 and the gps speed cam database. sorry but i have searched for it but can,t seem to find it again.

By the way, your TomTom Navigator version is not 3, but 4
