What Bluetooth device works well with Tomtom Navigator 3 (PocketPC, Dell Axim)? Which one works best? Thanks

BT Devices are a standard so all work with the Axim and TT Nav 3. They all perform much the same, the main differences being battrey life (removable battrey is a plus), size and software or hardware power switch.

For me my choices would be from the following list in no particular order:

Leadtek 9537 or clone (TomTom BT, Rikaline, Delorme)
    Fortuna ClipOn
    Emtac
    Royaltek RBT3000
    GlobalSat BC308

Buy any of those and you won't go wrong.

if getting something new, would it not be advisable to get something that is ready for waas or egnos?

Many if not all of those are SBAS (WAAS, EGNOS and, if it's ever built, MSAS) ready.

My Clip On, which is fairly recently bought, has the factory default of SBAS on in ST mode. SBAS isn't supported in XT mode - SiRF XTrac firmware has no SBAS support.

SBAS relevance depends on what you use the GPS for. If it's for in car use, it's not really that important, especially as you may not have a good view of the geostationary SBAS satellites to the south over the equator. For other uses, however, SBAS can be a help.
