I'm posting this here in the hope that it's going to be useful for somebody else. It's a solution, not a question.

Problem: when you install the Varta guide on top of TTN3, it is partially broken. The Varta guide came with TTN2 for Germany and provides info about hotels and restaurants including phone numbers, prices, facilities etc. It's a lot more than just POIs. TTN3 no longer comes with Varta, but you can install it from the TTN2 CD. But there is a problem: the integration is half broken. You still get the "find places nearby" icon in the context menu, which finds you hotels or restaurants near the map coordinates. But you no longer get the varta POIs shown on the map.

Solution: Take CD1 of TTN2 for Germany. If you are using the complete map of Germany, open file \nvde\map\deu\deutschland.cab. Winzip or winrar can open the file. Inside the cab file, you will find a file called 000varta.008. Copy this file to the "deutschland navigator map" directory on your PPC and rename it to varta.poi. If you use partial maps of Germany, the procedure is the same except you extract the 000varta.008 file from a different cab file and the directory in which the map is stored on the PPC will be different.

Cause: you end up without varta.poi when you install varta on top of TTN3 because the varta.poi file comes with the TTN2 installation, not with the varta installation.

Concluding comment: TTN + an integrated hotel guide like Varta is an unbeatable combination - 100 x more useful than just POIs, 10 x more useful than non-integrated guides like ViaMichelin's. Shame that both TomTom and Varta seem to have lost interest...
