Is there a program to look at these TomTom DAT files in a better way than with notebook, so that they make some sense?

You could try frhed (http://frhed.sourceforge.net/en/) which is a hexadecimal editor/viewer. However the file may be encrypted so we may not be able to see it's content at all :/

I posted this in the speed camera bit back in August

This must be a TomTom issue and I thought it was only me! I was in France in June and July using a TomTom Via 120 and had exactly the same problem with random notifications (mainly no notification) of speed cameras. HOWEVER, I wasn't using the PGPSW database but a French one. In the end I resorted to my Garmin backup satnav which worked perfectly.

It also refused to let me know about other POIs which I wanted a proximity warning e.g. photographic sites, interesting villages etc.

Frhed does show a whole list of hex-decimal in borders.dat, but as I am not a programmer, I have no idea of how to translate this into something that I can understand.
Is there anyone here that knows this programming language?

Does the device boot if you leave an 'empty' borders.dat file?

Yup - this is one of the reasons we think the borders.dat is interfering inn general with ANY warnings in France. As Andy_P mentioned earlier, a similar thing happened with TT's live fuel prices - any POIs near a fuel station would never give an alert as the live fuel was fudged to block them :/

No POI proximity warnings are working for me in France. I tried several types from GpsPassion.com, such as Autoroute Peage ( Toll Booth )

Well, after buying a Garmin, I have just found a solution to the problem of missing camera warnings in France for the TT Go X20-X30.
The problem seems to lie in the navcore. If using a navcore newer than 9401, camera warnings will be hap-hazard and unreliable.

So if any of you venture into France with GO X20 or X30, roll back to navecore 9401 to keep the warnings working.
