When I am using my Anquet mapping software, the position indicator can be anything up to 100 metres lagged. I have found that if I turn my machine off and then on again, I can get a correct positional fix.
Does this indicate that my machine is faulty?

As your device has a SiRF-III receiver chip it probably has the "Static Navigation" feature turned on by default which is great for automotive use, but when walking this can lead to positional lag when walking below a specific speed.

There used to be a utility that could toggle this mode on and off as required but I am not too sure this will work on your device IIRC it was from the now defunct Memory Map UK web forum and possibly the Holux UK site - messing around with the SiRF settings can brick the GPS receiver if you get it wrong - Mike
