Can anyone tell me what tomtom's policy is/is likely to be regarding minor version upgrades? I.e. if I buy an upgrade now from 5.21 to 6, what happens when or if there is say, a 6.1 version? Am I likely to get a free upgrade from 6 to 6.1, or will I have to pay again?

TT Software has never cost. You can upgrade/downgrade to your hearts content.

The only limitation is if your Device and OS is capable of using it.
