I've never found any way to enable them in simulation mode. If you want to modify the settings you need to edit the sys.txt file:

Those are the options for "Warn When Speeding", don't you have a similar options box to the right hand side of "Speed Camera Warning" ?

Just navigate to SE10 0DX. You can't miss it and it is very well sign-posted from some miles out.
