eBay charges too much and the seller has to increase the shipping and handling costs to cover eBay's 8% charges.

Your best bet will be bids on eBay to get a used or a new iPAQ, a GPS receiver and purchase the software from, perhaps, iGuidance (Navteq). Costs could be a lot less (if thats an issue) than the Navm ...
