No, it's how often the message is output from the GPS. If set to three it would be output every third second. Set it to what you or your application likes.

these are known by their NMEA designators in most of our software. To convert PRN to NMEA, subtract 87.

I had similar problems with my TwinMOS Ultra-X 1 GB SD card which was sometimes "not formatted". My problems were solved by updating sa_usb_ser.dll.
