If you Search the site for London Low Emission Zone, and Select the Option Search for all terms there are a few references.
No, there isn't a POI File currently.

It needs to be static after a long lay off. leave it by your (house)window for a while. Changing position, even on a perfect device can thwart the initial lock on

It can take some time to lock onto the satellites if it hasn't "seen" them for a time. Try having it powered up and in good view of the sky for 15-20 mins.
