What is included in camera updates?

I hope this is not a stupid question, but I would like to know what is included when I download the camera updates.
Does it have all cameras including the new updates or just the new updates? The reason I ask is that I only use my Tom Tom on high days and holidays and have not been in the habit of updating every time I get an email (I know I should!!)
I have todate never come across a camera that is not in my Tom Tom from your data base but I might just have been lucky.

Each release is a new copy of the database with dead cameras removed and new cameras added. You don't need to get every update as they go along, just the latest one to be up to date.
