Turns out I cant use these PLUS services through my phone as I am on the 3 network... poorness. Anyhow, I found this website, seems pretty useful.

I also have a question... Can I install things, such as speed camera info, on to my TomTom One XL Europe through my PC?

You can add Camera POI and many other POI from this web site if you so wish, the TomTom One XL uses version 6 software so you can add upto 100 custom POI categories, each category can contain thousands of locations.
I hope you have fully backed up the device you have bought as this step is vital before you do anything else at all.
