I know the V4 Euro version has the 1Gb internal drive but what's the difference between a One Regional V2 & the new One Regional V4?

The Only difference is the GPS chipset; V2 has Sirf 3, V4 has Globallocate Hammerhead. I've tested them side by side Hammerhead gives a better signal and quicker fix although there isn't a huge difference it is slightly better.
Mine (V4) shipped with v6.60 maps but got a free upgrade to 6.75

Quicker lock on to satellites, and stronger signal ie. taller blue bars than Sirf 3, there isn't a big difference but it is noticeable, it locks on slightly quicker after coming out of tunnels too. Sirf 3 is still a very good chipset though and for general car use is fine.
A comparison of the 2 units (V2 & V4) can be found here http://www.gpspassion.com/fr/articles.asp?id=216
