Can anyone recommend a 3rd party mains charger suitable for the TomTom One ? Does it just need to be a 5v charger with the right connector or any other requirements it must meet ?

Search the forum and you'll find many suggestions. The PSP charger is one that will work and another method is to get a mains adapter that will let you plug in the car charger in the house.

I bought a Sony PSP compatable charger off ebay for £3.50 + £2 postage - works a treat!
