Socket error # 11004

Hi guys
I am trying to install poi sync (poi edit) with limited sucess. I have now downloaded ver 3.8 poi edit on the desktop, but i dont think i have got as far as getting anyof this on to the pda (ipaq 2210, TTN5) and when i follow the pocket gps installation instructions to open autoupdate manager and i click on the site name "www.pocketgpsworld.com/poisync/pocketgps.xml" after it appears to be downloading it fails and disp;ays the measage Cannot download because following error: socket error # 11004.
I have followed the advise of checking the Internet Options regarding the proxy settings but this has made no change.

I have tried to find this error on internet, on Dnotes site and searched on these forums to no avail.

I did follow some advise to use ccleaner but still no joy, What should i try next?
