Creating POI bmp files

Anyone suggest the best/easiest program for making/editing bmp files for use with TTN5 points of interest?

Paint works fine, did have a program long time ago which was just for icon production. It had a pixel edit area (large) and a smaller preview window that showed chages as you made them but lost it years ago. Paint worked but zoom level could have been greater & no 'live preview' but it did the job.
