Can i upgrade from Navigator 3.1 ?

I have a Medion MDPPC250 with Navigator 3.1 from Halfords.
As it is only 3 weeks old i presumed it would have Navigator 4 on it but when you re-install it says installing Navigator 3.1.
Is there an upgrade to Navigator 4,
if so is it worth it and what are the differences !!

Not sure if you can or can't, if you go to:

http://www.navigon.de/uk/?navid=1

then click the Online Shop, you will see that there is an option for Updates/Upgrades, if your software is not listed then you could email them from there Contact page.
