Customisable maps?

To follow up on the Lithuania question (with a bit of research I dont think i'm gonna get Lithuania maps) is there any software in which you can input your own maps? If so whats it called and what format do the maps need to be in for input?

Memory Map or Fugawi will allow you to reference your own maps. You would need to scan in paper originals in a bitmap format.
As you will obviously still need paper maps of the place you are visiting this may still be a problem.

They will be topographical and have no street navigation but in the absence of any gps mapping it has to be better than nothing at all.
