First of all try software reset. With the unit switched on hold down the power button until you hear the TomTom sound and it restarts. Secondly make sure you are in a position with a good view of the sky and leave the unit for at least 5 minutes. After an update it can take a while. Some reported a few minutes was needed.

Reboot every 45 seconds or so? This seems to be a new feature / bug when it can't get a signal. Does the unit definitely have a good view of the sky?

Yes, Was re-booting at that kind of interval.
When I updated it worked fine for the first half an hour then went tits up so to speak.

Sorry but what is? The old or new NavCore? Have you tried the new NavCore or have you just rolled back too?
