No - and there's no reason I can think of that you'd want to, either - apart from buying Navigator 3 Maps of Western Europe when you only have Navigator 2.
You can't use Navigator 2 maps in Navigator 3 either. In fact, you can't use maps for any major version of Navigator in any other major version of Navigator.
If you're trying to work round the address lookup problems in Navigator 3, the address database is part of the maps, not the program.

There's no reason to stick with the Navigator 2 program - the Navigator 3 program has been improved in several ways.
You can only use the Navigator 3 maps with the Navigator 3 program - and you will require a Navigator 3 Product Code (either by buying a retail copy of Navigator 3, or buying the upgrade from Navigator 2) to use Navigator 3.
I still don't understand why you'd want to use the Navigator 3 maps with the Navigator 2 program.
