Today I noticed two SPECS cameras that had big yellow "Camera Not In Use" signs on them, they were on different sides of the road. Do they need reporting or will they only be out of use temporarily while certain aspects of the roadworks are carried out? Also would this qualify for lifetime membership?

It's very difficult to tell without knowing where they were or the particular circumstances of these cameras.
It's possible that they are in the process of being installed in preparation for roadworks. The general policy on these is that they should be reported as unknown speed limit - This will give verifiers a little bit more time to do their work and get them on the database in time. It also reduces the number of people trying to report them.
As far as lifetime membership is concerned, if you've delayed reporting them this long, you may not be the first! _________________ Garmin DriveSmart 50 LMT-D |

They are definately not being installed. They are on the database and have been for quite a while. I will submit them and hope for the best!

These sound like some that have been set up on the M3. There is a patch of road works moving up the M3 at this time and with it the cameras are moving too. I personally will not report them until I know they have been removed because they may just be out for a few days then re-enstated with the new set.
You can of course mark these cameras for removal and the verifiers will check your submission in the usual way and add credibility to your claim if they are actually removed or look like they will be removed shortly. If they don't get removed then there is nothing lost. _________________ Dom
