I spotted this the other day on the A4 in Isleworth.
It is only on the east bound carriage way but I suspect that the other side is in test mode too. The cameras in question are 45176 and 51311. They are the new style monitron cameras. I've also seen these thing on traffic lights.

I wonder why they feel the need to test it?
Looks like a normal Monitron, and they've had 'type approval' for yonks! |

It is definitely a Monitron, so your guess is as good as mine, but there it is! And it is only on one of them.

It's a bit like Frogger but with your back to the traffic so you don't know what's coming. My favorite pass time is Russian Roulette.

From all the ones I have seen being tested, this tends to mean it is a new on that they are testing to ensure it is working to specification before using it in anger, rather than testing the type of camera itself. |

For all intents and purposes, it is a bit of a black spot there, so there is some justification in putting these up, but the problem is speeders jumping the lights up ahead and such.
Are they officially in testing? Who knows.

I think I drove past these yesterday, on the way to the redlights in Heston (wow, what an exciting life!)
They now have little "speed camera" signs on them instead. |
