I bought it with the traffic module, when I plug it into the cigarette lighter a woman orders me to tear the device, there is no strip to tear so I am wondering if she's telling me it's broke and I should tear it apart?

Also, when bought new, do I have to charge it for 4 hours? at the moment when I press the ON button it displays a picture of a battery which is full of white blocks. Why would the sickos make me drive around for 4 hours til I can use it? I'm not far off that now, I drive a bit each day to make it.
