Not sure if this is a speed camera

I drive down the M23 every day and at jct 9 on the bridge there are 4 cameras on each lane (both ways) but I'm not sure if they are and was wondering if anyone knows what they are?

If so, they are Big Brother number plate recognition cameras. They record EVERY car movement past the cameras (aproximately 35 million ANPR ‘reads’ per day in total), and store the data, including yours, on the police computers at Hendon for a period of up to 2 years.
