Judging by the descriptions in that file, it looks very much like a POI file for public 802.11b (Wi-Fi) hotspots.

Hi Russgunn,
I'm guessing that it's to show where WiFi enabled PDAs, laptops, etc. can connect to the internet for browsing and email use.
I could be wrong though!
