Clearly it's going to be a combination of the map data (probably including the type / class of road), the current location, and then the software.

Bearing in mind that firmware updates for at least the i3 have altered the timing of the voice prompts - which has probably caused roughly 50/50 agreement and disagreement in those that appear to comment on it.

I seem to recall seeing something similar mentioned about certain firmware updates to the Nuvi.

So it's definitely something that can be affected by firmware - because if you think about it, it's that that's actually doing this work.

Its definately the firmware - the current one for my C320 produces final promts too early for my liking (although this depends on where you are, I've noticed that urban final prompts are ok but rural aren't). Earlier firmware was much better. I've kept the later formware though as it added enhancements & fixes that I need. I talked to Garmin who were useless, told me the unit was probably faulty & I should return it. Complete crap as I proved the issue by changing formware versions.
