Can you be registered ( not paying the subs yet) and report a new camera?
I found one the other day and filled in the forms, but dont know what happens now.
Do i have to pay, and if it is a new one get the subs back, or am i given a subs straightaway
Any guidance appreciated

I'm sure you can (and I'm sure they will be grateful!) but you WON'T get free membership, I'm afraid.
They have worded the deal carefully so that you need to already be a paid-up member, before you are elegible for the free life-time membership.
From the FAQs:-

You must be a current paid member and your account must be active to benefit from this offer. |

If you have already submitted the camera, all I can suggest is pay your £2 quick and email the admin direct and explain that you've done things in the wrong order, and throw yourself on their mercy!

Hmm, if the only way to get the database is to become a subscriber then how do you know the camera doesn't already exist in the current release of the database?
