TomTom One - a few questions

I have been using a PDA version of TomTom, but my PDA is coming to the end of its life and the TomTom upgrade maps will also cost money, so I am considering replacing it with TomTom One Europe when it becomes available. As the UK version is already on sale, and I imagine it is the same, can somebody answer the following questions, which are not quite clear from the blurb I have read

Can the device be powered from the cigar lighter when in use, or is it only for "off line" charging?
Can you plan and store a multi-waypoint itinerary without having a GPS fix? (I often plan and store routes in advance of trips abroad, and can do this in TT5 with a well publicised workaround)
Can you use the PocketGPS safety camera database?
Are the sound level and screen contrast adequate?
